U.S. Unveils Plans for 4,000‑Acre Industrial Hub in Luzon as PH Joins Pax Silica Initiative

The Philippines has joined the Pax Silica initiative, a U.S.-led effort to strengthen artificial intelligence and global supply chains, following a signing ceremony at the U.S. Department of State on April 16, 2026
The event was led by U.S. Department of State, Under Secretary of State for Economic Affairs Jacob Helberg, Philippine Department of Finance Secretary, Frederick Go, Dr. Ceferino S. Rodolfo, Undersecretary Industry Development Group (IDG) Department of Trade and Industry Philippine Ambassador to the United States Jose Manuel “Babe” Romualdez.
Helberg, also announced plans for a 4,000-acre industrial hub in the Luzon Economic Corridor. The site will serve as an Economic Security Zone, aimed at boosting semiconductor, electronics, and AI-related industries.
The Philippines plays a key role due to its rich reserves of nickel, copper, chromite, and cobalt—critical minerals used in modern technology and manufacturing.
Officials say the partnership will bring more investments, jobs, and technology development to the Philippines, while helping the United States secure reliable supply chains for future industries.
